What a nice illustration of a serious problem in development empirics, known by the lusty, sensuous name of “heterogeneous effects.”??If? you find?handing out free bed nets lowers malaria, that still only applies ON AVERAGE to the group?covered by the study. Within this group, the effects are likely heterogeneous behind the average positive effect, and there could be some sub-group for which the effect is zero. ?This is analogous to the Texas effect on voting– on average, being Texan makes you vote Republican, but this is an average of heterogeneous groups, some of whom –?like the burgeoning Hispanics — vote Democratic.

You could solve this problem by analyzing all the?possible sub-grupos. Unfortunately, both in politics and in development, this?is unlimited, while research budgets and data are limited.

To illustrate imaginative sub-group possibles, my own pathbreaking insight is that one reliable group of Republican voters? is, well, how to be polite about this(!?),?are persons with somewhat larger belt sizes. Notice how many of the most brownest, reddest states are Red States, while the?Blue State strongholds are in the relatively thinner?Northeast.??

Also?some?sub-group effects?could be spurious correlations. During my own struggles against middle-aged spread, I have not noticed any more inclination to vote Republican when my?jeans size increases.

Sometimes it IS about the money

There’s widespread agreement that more aid and?more NGO donations are not a simplistic panacea to solve development problems. Judith Tendler ?35 years ago wrote about the paradoxical phenomenon of aid abundance, in which donor agencies have trouble finding enough ways spending the money they already have; it’s still true today.

Yet things look very different at the other end of the aid delivery system. During a July trip to northern Ghana, I talked to a community leader in a? small farming hamlet outside of Bolgatanga, Ghana about availability of bed nets. The nets are working to prevent malaria for those who sleep under them, he says, but the town does not have enough nets to go around. “Everybody cannot sleep under one net,” he says.

When you reach the end of the road, it IS about the money. More money that reaches the end of the road means more malaria nets, fewer cases of malaria, fewer tragic deaths. The debate has never been about THAT,? it is about WHETHER the money reaches the end of the road.

So it comes to how likely it is that different official aid agencies and NGOs are to make the money reach the end of the road. This is a bit different than whether different aid interventions “work” according to randomized evaluation (RE). Even if the interventions pass the RE test, how do you know that one hundred additional dollars given to?one particular?agency will translate into additional?interventions??

My visits in northern Ghana were with local volunteers from the international NGO Nets for Life . Their basic idea is to use the trustworthy network of the Anglican church, including??local bishops, priests, and church workers?to deliver the?life-saving bed nets. I have been involved with Nets for Life at both ends now: both in board meetings in New York and at the receiving end in northern Ghana. I can’t claim to have performed any kind of systematic evaluation of Nets for Life, and even if I had, it would hardly be cost effective to for every concerned individual to perform their own time-consuming and costly evaluation of every small NGO program.??We need a much better system for identifying who is doing better reaching the end of the road, where it IS about how much money the agency can raise.?

Until then, I have a very favorable opinion of Nets for Life, based on hearing about their mode of operation,?seeing them in action in the field in visits to their intended beneficiaries in northern Ghana,? and also based on?the impressive attitudes, knowledge and dedication of everyone I have met involved with Nets for Life.

So to bring closer the day when we know more about NGOs, get to know your NGO as well as you can, using every method possible,?and share the information you collect with other actual and potential donors to that NGO (which is what I am doing in this post).? Again, this is all to assess the essential question: do donations reach the end of the road?

If the answer is yes, then yes it really IS about the money.

Once upon a Professor: the Christmas Debate Story

Once upon a time, four Professors met to agree upon a Christmas Gift Policy. ‘Twas fortunate for the world that they met thus, for they were the world’s foremost Gift Experts.

Professor A said he already knew what everybody wanted, and wanted to massively increase financing for the International Fund for Christmas and Development, which will come up with a comprehensive plan for all the complementary technical inputs to deliver the correct gifts to all individuals.

Professor B was worried about the lack of child security inside homes, and wanted a G8 rapid response force to intervene and take custody of the children, after which their needs for Christmas gifts will be identified and met.

Professor C called for a randomized trial of the leading 3 types of Christmas gifts, relative to a control group who received no gifts. The results will not be available in time for December 25, so Christmas should be postponed?until the results are published in a peer-reviewed journal.

Professor D said that Christmas gifts never gave people what they really wanted, money spent on Christmas gifts was always?one hundred percent wasted, and each person should just buy their own Christmas gift for themselves.

The Professors’ fierce debate went on and on, deep into the wintry night, whilst the fire burned low.

Meanwhile, unaware of the debate, individuals around the world went ahead and bought gifts for their loved ones based on nothing other than emotions and guesswork.

And everyone was happy, except perhaps the four Professors.

The Career Zone

The North area or Career Sector of the Bagua, is ruled by the element of water. In Feng Shui, as water is produced by the element metal, we can also energize the area with the element of metal. This means that any picture, symbol, object, item, painting, photo as well as any type of water or metal feature should be used to activate this area. Although both can be used as they are complimentary, the use of water will ultimately be more powerful in this particular area. Subsequently, any item represented by the elements of wood, earth or fire will weaken the area and counterbalance your efforts for attaining feng shui career success and luck.

Energizing with objects

One of the easiest ways to energize the career area of your living room or office is to place a small artificial water feature or aquarium in the North area. Do not make this too big however as such an overwhelming source of water energy can cause an imbalance to the rest of your room, eventually resulting in you feeling drowned through the subsequent negative energy and resulting bad career luck. You should also never have aquariums or water features in your bedroom as this can result in you being robbed or cheated.

When you are trying to energize through the water element, it is important to depict flowing water as opposed to still water. Stagnant water can result in stagnant chi which is negative and worse than not having water at all. Aquariums with swimming fish, fountains with water running or pumps in the water that create oxygen bubbles or a continuous flow are ideal representations of the water element for feng shui career luck. If a water feature in your office is not an option and you wish to enhance the career area of this room, you can always display a picture or photo of a waterfall or flowing river for instance, to the north wall or introduce water motifs into the decor of this direction. Alternatively, anything that is black or blue in color will also represent the element water.

Metal items can also be used to energize this area. Some examples of these include coins, wind chimes, magnets or bells.

Feng Shui in the Office

Whether your office is at home or at ‘work’ you can also employ feng shui to the north corner of the room or cubicle you work in for feng shui career success. Desks should be positioned so that the occupant has a direct view to the entrance to the room and all windows, ideally with their back to a wall. It is not good to directly face a window however as this can be very distracting to your work, though natural light in the room is highly beneficial.

A round desk or one with rounded edges is more advantageous than a square or rectangular one. If you have one of the latter desks, plants on the sides of the desk can counterbalance the poison arrows deflected from it. The desk should also be a good size and free from clutter. Keep the desk surface tidy and the items in your desk drawers tidy as this will create tension on your subconscious. Unless you’ve been living under a rock, you have probably heard a thing or two about Feng Shui. Generally, it is an age-old practice that originated from Ancient China. It’s aimed at creating an external environment which is balanced and harmonious so that it can also lead to a balanced and harmonious internal life for you. Feng Shui Map Room

One of the key principles and techniques to help you with your Feng Shui home decorating is the Bagua Map. This particular map is helpful because it divides any given space into 9 different areas corresponding to your life areas.

Your Feng Shui home decorating should reflect the exact intentions of what you want to achieve in your life, also, it should be located in the right part of your home that will help you get there. The following areas in your house and relating areas in your life are as follows: fame and reputation is located in the north area, relationship and love is located in the northeast area, creativity and children is located in the east area, helpful people and travel is located in the southeast area, career and life path is located in the south area, skills and ancient wisdom is located in the southwest area, family is located in the west area and wealth and prosperity is located in the northwest area.

Basically, if you would like to improve an area in your life, you need to refer to the Bagua Map to zero in on the physical area in your living space that you need to work on.

When studying the Bagua, you need to understand that Feng Shui favors no area. All areas are treated the same and in order to achieve harmony and balance in your life, there must also be balance among all these nine key areas in your life.

Another thing that you need to keep in mind is that not all areas are just confined exclusively for the particular life area that it corresponds to. For example, the family area according to the Feng Shui map is located in the west of your space, but if you have other family areas located inside your house like the dining room area or the living room which aren’t in the west, these existing rooms can also be enhanced to improve your family life. Now that you know the basics of the Bagua Map and what it can be used for, you need to learn exactly how to map it onto your homes floor plan before implementing your Feng Shui home decorating techniques. There are three simple steps that you can follow in order to do this.

Step 1: Notice that the nine areas are mapped out in a square, 3 by 3. Take careful note of the three squares found along the bottom of the Feng Shui map, which are: Skill and ancient wisdom, found on the left side, career is found in the center and helpful people and traveling can be found on the right side, when the map is held towards you.

Step 2: Now, when mapping the Bagua Map to your floor plan, you need to start with your front door as a reference point. To do this, you need to map out the different areas of your house on paper, a simple blue print. Then, overlay the Bagua Map on top of the floor plan that you made (make sure they’re similar sizes). You always have to make the front door as your main reference point so line up the wall that contains your front door, with the 3 squares along the bottom of the bagua to correctly position it. From your front door, you can now determine what areas in your house correspond to the different life areas according to the map and start your Feng Shui decorating accordingly. As you’ll see, North will be represented by your front door, and all of the other areas can now be clearly identified.

Step 3: Start to think of the first life area that you would like to enhance, and learn about the best Feng Shui decorating techniques that you can use there to bring you exactly what you want in this part of your life. Feng Shui Map Room

The Haiti we don’t see

Haiti is not always and all the time earthquakes, hurricanes, deforestation, misery, rape, corruption, kidnappings, poverty, garbage, violence, gangs, wasted aid, cholera, election fraud, dirty water, orphans and amputees.

These pictures, the result of an NGO-funded collaboration between a Canadian photojournalist and 22 Haitian teenagers living in Jacmel and Croix des Bouquets, are a beautiful reminder that Haiti is also babies with chickens, landscapes, going to school, solitude, hair-dos and cookouts.?Via Linda Raftree, blogging at Wait…What?

Seeing Haiti through Haitian eyes is something that outsiders rarely get to experience. ?The NYT’s LENS blog posted photos from a similar workshop with another nonprofit last year,??just a month after the earthquake. Make Gardening a Family Event

Show them how much you enjoy gardening. Spend time in your garden. It is especially easy to stimulate a child’s interests when they see you having fun.

Make gardening easy. Don’t expect a perfect garden. Allow your family to work at their own pace and within their attention spans and age range, especially children.

Dig it! Kids love to dig. This is a great way to teach the basics while letting them play and just have fun.?

Let them play an active role in planning. Take your children to the local nursery and let them pick seeds or transplants to start their garden. Take your time and let them browse and enjoy all of the beautiful plants.

Grow a theme garden. This is a great way to let your children use their imagination and express their creativity. The sky is the limit. Some great ideas are gardens that coincide with the holidays, alphabet gardens, a garden themed in their favorite colors, a sensory garden where you can experience different smells, tastes, textures and sights, or a “Freedom Garden”.

Give children their own “kid sized” tools. They don’t have to be expensive. You can go with an old spoon and a bucket that you have around the house or you can venture down to the garden center and purchase garden tools made for children’s hands.

Give them a space to call their own. It doesn’t have to be big. This will teach them ownership and responsibility, and your children will be able to take credit for their own little space.

Get crafty! Press or dry flowers to make a beautiful arrangement, make potpourri, or make a pomander ball. Children love making things and will be amazed at the crafts and gifts that they can make from the garden.

Grow a vegetable garden. Your children will be amazed that they can grow their own food. Be sure to use organic pesticides.

Use gardening to brush up your children’s math and science skills. Let them count the seeds they are planting, or teach them how plants are living things. Not only will you capture their attention, you will be polishing their skills as you go.

Have a contest. Kids love to be rewarded. Be sure to give each child a reward; the biggest tomato, the prettiest flower, or perhaps the best tasting herbs (a little Spray-N-Grow will help!)

Don’t try to do it all! Pick a few of these tips that you know are best for your family and have fun with them. After all, gardening is meant to be fun and easy. And with a little help, something the whole family can enjoy.

Construction Accidents: Information and Next Steps

Within the spectrum of jobs that would be considered dangerous, namely jobs that have above average accident and injury rates in comparison to all types of jobs out there, construction jobs are at or near the top of many of those lists. Construction workers must deal with some of the most dangerous working conditions faced by employees in any industry. Construction workers face a variety of hazards, including electrocution, falls from scaffolds and other elevated areas, health hazards resulting from exposure to asbestos and chemicals, being struck by moving or falling machinery, injuries caused by defective or unsafe equipment, and lifting and repetitive motion injuries. In consequence, work-related construction accidents occur rather frequently, and even more so in comparison to accident and injury rates for nearly any other job.

Who is Liable in a Construction Accident?

There can be a wide variety of individuals involved at a construction site, including the site’s landowner(s), construction managers, design and engineering professionals, contractors, equipment and material suppliers. In assessing liability for injuries at a construction site, the main determinations are the extent of a potential party’s control over the site on which the work is being done, and the degree of their control over the work itself.

The following people may have varying degrees of control over the construction site and work being done, and thus may be liable in a construction accident.

- The construction site owner(s): Issues of landowner liability hedge on the degree of that person’s control over the premises in comparison to control over the work itself. Depending on the amount of control of the premises that the owner grants to an independent contractor, the landowner may or may not be considered the legal possessor of the land for the duration of the construction project. The owner or possessor of the land on which a construction project is being performed is liable for any injury to individuals involved in the project, caused by a potentially harmful condition on the land that the owner knew or should reasonably have known of. This obligation does not extend to potentially dangerous conditions that should be obvious.

- Contractors: Both the general contractor and the sub-contractor must provide a construction site that is reasonably safe, and they have a legal duty to warn of any defects or hazards at the site, as well as any hazards inherent in the work being performed. A general or sub-contractor has an obligation to make sure that, to the extent they have been delegated control over a portion of the work being performed at a construction site, that work is being performed safely. This obligation extends to the hiring of reasonably competent employees, and ensuring compliance with safety regulations.

-Manufacturers of Construction Machinery or Equipment: Manufacturers of defective construction equipment or machinery can be held liable for the design and manufacture of that equipment.

- Insurers: In the case of some large construction projects, the parties involved will be required to carry significant insurance coverage. The insurance coverage of each respective party involved in a construction project, and the extent of that coverage, are important issues when assessing legal responsibility for a construction injury.

Getting Help for a Construction Accident Injury

If you have been injured as a result of an accident at a construction site, there are a number of things you can do to protect yourself and your legal rights:

- Get medical attention for your injuries.

- Report the injury to your employer or construction site manager, and be sure to write down the name and position of the person notified.

- Get the names and contact information of anyone who may have witnessed the accident.

- Try to preserve any evidence related to your injury, by taking photographs of the area where you were injured (and the injuries themselves), or keeping the equipment or tool that was involved in your injury.

In light of complex liability issues, the legal deadlines for filing causes of action for injury, and the need to conduct a thorough site investigation as soon after the injury as possible, meeting with a Colorado attorney experienced in personal injury and construction sooner rather than later is recommended. A rare glimpse at censorship in action in real time on the Net

I was really pleased recently to get a link to a blog, which from the link description strongly agreed with me on my controversial Lennon vs. Bono piece in the Washington Post, also featured on Aid Watch.

I mean really pleased — my roster of supporters just doubled! I dropped the neighbor’s baby that I was holding and rushed over to my computer to click on the link, waiting with growing excitement as the link slowly loaded, to give me…to give me…finally…and…finally…and…again…finally……

Well, at least, I got an unintended rare glimpse of the world of blog censorship LIVE and in REAL TIME, self-imposed and otherwise. As the to-remain-anonymous anonymous witness-protection-protectee told me in an anonymously wistful anonymous email:

“He’s too strong.? He’s just too strong.”

How to Start a Garden

Planting a garden can be easier and more enjoyable with these gardening tips

Planting a garden, whether it is a vegetable plot or a flower bed, is an adventure where your creativity and patience are put to the test! You are directly responsible for the beautiful rose blooms or the delicious tomatoes that develop in this section of the land. Therefore to have the most success you need to determine where you plant!

The location of the garden should be determined by several factors: sunlight, soil conditions, water and wind exposure. Take notes on when this area of the yard is exposed to sunshine. This can determine which plants will thrive there. Test your soil to see if conditioners are needed to bring it up to optimum growing conditions. Pay attention to whether water collects in this section of the lawn. Some plants do well in soggy locations, but most need well-drained soil. Strong winds can dry out soil and plants, so try to locate the plot out of direct winds. Once you have determined where you will create your garden masterpiece you are ready to select plants!

Choose plants that will grow in your zone. Although you might have your heart set on a certain flower or vegetable, if your climate or garden location won’t support this choice, you will inevitably be disappointed. To avoid this, choose plants that are meant for your growing zone (ideally native plants), and disease-resistant and drought tolerant plants. Ask the employee at the nursery for assistance in selecting these. Be aware of the future size of each plant. A tree planted near a house will eventually provide shade, but it could also be a hazard during storms.

Plan out what flowering plants you would like for the seasons. Most perennials only bloom for a short time, so by mixing in some annuals there will be constant color in your garden. By having seasonal color you can change the look of your garden and create excitement and personality!

Now that you have your garden location selected and your plants purchased, you are ready to start digging! What tools are required to get things started? These include:

Rake: for seasonal cleanups and spreading/leveling soil

Trowel: for transplanting and weeding

Shovel: for digging, scooping, spreading compost and planting?

Hoe: for chopping weeds and tilling soils

Pruners: for clipping flowers and pruning trees

Garden Gloves: for protecting your hands from blisters and dirt?

Garden Hose: invest in a top-of-the-line hose that will resist kinking, is flexible and coils easily. Invest in high quality tools. They will last longer and are more durable than their cheaper counterparts.

Have fun starting a garden. Don’t try to create a masterpiece your first year-build up to it. Select a few choice plants that are more expensive. The rest can be less expensive, smaller complementary plants to round out your garden. Gardening is our nation’s number one leisure activity so go out and have a good time in your own piece of earth!

Instead of the Iron Curtain, the Facebook Curtain

This map shows the pattern of Facebook friendship links across places around the world, with lots of white where there are very dense links across nearby places.?The map was created by a Facebook intern, and I learned about it (where else?)?on Facebook (HT Mari Kuraishi).

One interesting pattern is a kind of Facebook Curtain somewhat related to the old Iron Curtain. The whole area including the former Soviet Union and China, along with other adjacent autocracies like Burma and North Korea, is pretty much a Facebook void (see zoomed map below).?This reflects some?combination of?language barriers, preference for other social networks in Russia and China, and?some (rather unclear) role for Internet censorship by the authorities, which either prevents or lowers the payoff to participating in Facebook.

African export success: finding the needle when you’re not sure which haystack

Export success in Africa is a matter of finding a rare Big Hit, with the added complication that it won’t stay a hit, and that in a few years you will need a new Big Hit.

This from a new NBER working paper by Ariell Reshef (U. Va.) and myself. We also tell some stories of the individual successes, some of which involve the local government.

The news is not that Africa is different from the rest of the world in this, but that it’s?the same.

This unstable uncertainty?holds regardless of whether you include or exclude oil, minerals, and other export commodities. And so does the concentration of success — the top-ranked non-commodity export is 23 times larger than the 10th ranked export.

The stereotype of African countries as unchanging mono-exporters based on some unchanging natural endowment just turns out to be…wrong.

Coping with such remarkably high and unstable uncertainty (the “unknown unknowns”)?as to what will be a hit?seems like an a priori case for a lot of decentralized, highly motivated seekers and experimenters. We don’t exclude ANY possible government involvement — at the very least, governments need to be nimble to adjust regulations and infrastructure to support any new success that comes along from private entrepreneurs.

In sum,?we think?there is just as much a role for entrepreneurs in Africa, and just as little role for centralized and systematic?government industrial policy, as in the rest of the world.
